It is a threshold that triggers requirements, not a ceiling the code forbids you to cross. Left unmanaged, chamber atmospheres can drift above that figure — especially in chambers running higher oxygen flow or during longer sessions.

Does this make my chamber NFPA 99 compliant?

No, and no single component can. NFPA writes the code; it does not certify, list or approve products, so there is no such thing as an NFPA 99 certified part. Compliance is a property of the installed system and is determined by your local Authority Having Jurisdiction. What this kit gives you is an air supply built to the requirements in Chapter 14, and the documentation to show it. We will not tell you that a purchase closes an inspection for you.
